The rules will have to be very complicated. I would consider either a limit of savescums (around 3) or segmented saves every 100 years to be reasonable. I think some kind of segmented gameplay should be allowed as WCs simply take way too much time and effort to disallow all mistakes. Faster computers will restart EU4 faster. A related issue is whether or not to allow savescums. That would make the overall game length too long and too boring to watch/play through. Computing power has a big impact but even so I don't think the game speed should be limited to 4x. This has been attempted recently by Florryworry and Siu King with the results being around 15 hours each.
